  The Babes-Bolyai University of Cluj-Napoca, Romania, (BBU) is a public institution for higher education, research and permanent training. By means of its 21 faculties, it is active in multiple international academic associations. The technical research activities of BBU are organized within the framework of the Institute of Technology, which includes The CAPE (Computer Aided Process Engineering) Research Centre. The latter contributes to the project by means of the Department of Chemical Engineering.

Technical University of Civil Engineering Bucharest (UTCB)

Technical University of Civil Engineering Bucharest (UTCB) has 8.000 students and 480 permanent teaching staff, and it is the only Romanian university entirely devoted to specialist formation in civil engineering and related fields. The Faculty of Hydrotechniques, involved in this project, essures training in structural analysis and fluid dynamics, and skills in mathematical modeling of water resources and evaluation of the impact of hydro-technical works. UTCB Alumni designed most of the hydro-technical works in Romania (e.g. dams, regional surface water supply systems).

Now, IPA is a private company with the main activity research and development (SACD), with separate accounting for R&D, and all profits from these activities are reinvested in research, dissemination and education.IPA has quality system according to SR-EN-ISO 9001:2001, 14001, OHSAS 18001, IQNet.IPA Cluj Subsidiary activities aimed at: Industrial Automation and Control, ICT, environment surveillance, e-health, e-services for citizens, security systems, being specialized in application development of SCADA systems for industry and environment, in training operating personnel, and in the dissemination of scientific and technological knowledge.IPA has been involved in European research programs (FP6, FP7, TTQM-PHARE, EUREKA, Leonardo da Vinci, etc.), and in national research programs (PNCDI, CEEX, PN II).IPA, by the Cluj-Napoca Subsidiary and by the Technology Transfer Centre from Cluj has developed SCADA systems for dispatching power stations on the rivers Somesand Cris, and a SCADA system for a water distribution company in three cities: Dej, Gherla, Huedin from Somes River area.IPA Cluj-Napoca Subsidiary had good cooperation in R&D projects with the "Babeş-Bolyai" University of Cluj-Napoca, Technical University of Cluj-Napoca, Transylvania University of Brasov, "Iuliu Haţieganu" University of Medicine and Pharmacy from Cluj-Napoca, and with other national research institutes.

National Institute of Hydrology and Water Management (INHGA)

  The National Institute of Hydrology and Water Management (NIHWM) is a public institution and a subunit of the National Administration “Romanian Waters”, the national authority in hydrology, hydrogeology and water management. NIHWM develops research activities and provides operational services of national and international public interest for the protection and socio – economic well – being of people. NIHWM`s activities help improve people’s quality of life and help protect the environment. The main domain of activity are: surface hydrology  - studies and research, hydrogeological studies and research, experimental hydrology, hydrological warnings and forecasts, hydrometry, water management and ecohydrology, studies for river basin management plans, water quality protection, hydrotelecommunications, operation and service for automatic stations, information technology, database and GIS. The National Centre of Hydrological Forecasts is managing and maintaining, at a national level, the operative services (warnings and short, medium or long term hydrological forecasts), activity that is done with the purpose of avoiding the loss of human lives and to reduce the damages done by extreme hydrological events. NIHWM has a vast experience in international research-development projects managed and/or financed by the National Hydrologic Program - PHI UNESCO, European Union, Operative Hydrology Program from the World Meteorological Organization (WMO) and in national projects. The NIHWM also represents Romania at the WMO in the field of hydrology.
